With the start of free agency on March 13, things will start to get better, at least on paper. To become a significant player in the free market, Dallas will need to create more space because of its $4 million cap hole.
The Cowboys should think about dealing wideout Brandin Cooks. Cooks was a decent No. 2 receiver who ended with just 657 receiving yards; he was acquired in a trade in 2023.

For cap reasons, Dallas released a prolific receiver. The Cowboys dealt Amari Cooper to the Cleveland Browns two offseasons ago in exchange for two sixth-round picks and a meager fifth-round pick.
Dallas could easily favor the extra cap flexibility over the return in a Cooks trade, as they did with Cooper.

Dallas and Cleveland ought to seriously explore doing another receiver trade, and not just because the two have previously conducted business.
Cleveland needs more receiving depth behind Cooper, and the trade of Elijah Moore from the previous season did not produce the expected return. Moore wasn’t very good, but he was a passable complementary option with 640 yards and two touchdowns.
Given his past playing experience with Deshaun Watson and his continued field-stretching speed, Cooks would seem like a sensible target for the Browns. Together, the two played for the Houston Texans during the 2020 campaign. That season, Cooks amassed 1,150 yards with six touchdowns, and Watson was selected to his final Pro Bowl.
